• RDL-15 DEPLOYABLE RAPID DIAGNOSTIC LABORATORY

The Mobile Rapid Diagnostic Laboratory is a new generation high-mobility field-operable biological laboratory. This device is applicable for fast and high-sensitivity identification of pathogen microorganisms and expend to high biosafety laboratory conditions. The confirmatory identification capability near to the contaminated area is supporting timely decision making of biorisk management and preventive measures against disease outbreaks.

The main areas of application of the 2 container laboratory complex are military biodefense and epidemiologic tasks. The containers together or separately can be used in the fields of civilian biodefense, epidemiology, and disaster management.

The Mobile Biological Laboratory Complex (RDL-15) – which was constructed involving civil engineering developer companies - is the Hungarian Defence Forces and the MoD ED Co.’s response to the new challenges of 21st-century warfare and terrorism. MBLC is a widely applicable capability which can be deployed on the operating area in a very short time.

The main – primarily military - task of RDL-15 is highly precise and rapid detection of potential biological warfare or bioterrorism agents, particularly from environmental samples.

In addition, the laboratory – using its mobile rapid diagnostic capability - can participate in effective management of disasters, public health and epidemiological situations affecting the civilian population, in cooperation with non-governmental organizations as well.

MBLC is a unique capability among NATO and EU countries, thanks to the extremely wide range of applicability and flexible adaptability to different tasks. This is primarily allowed by the own-developed laboratory methodology and reagent kits beside modular structure.

The methods and reagent kits of the laboratory allow its permanent applicability for human diagnostic and epidemiological purposes. Research and development activities related to the expansion of the reagent palette provide an opportunity for close technical cooperation with non-governmental research institutes as well.

The Hungarian Defence Forces and the MoD ED Co. has developed the latest generation of laboratory based on the experience gained during the applications of MBLC, keeping its unique capability and place at international level at the forefront of NATO and the European bio-security.

The history of Hungarian Defence Forces, Medical Centre, Mobile Biological Laboratory Complex (hereinafter: MBLC) began in the 2002 NATO Summit in Prague. Previous years’ events have highlighted the paramount importance of biological defence among NATO defence capabilities. Hungary then offered a development program for biological laboratory to the Alliance.

The phases of development then began: ‘crated’, after this ’half-container - half-tent’ version to the 2004 Olympics (Athens, Greece), and 5-container version to the 2006 NATO Summit (Riga, Latvia).

Between 2009 and 2013 a consortium led by Ministry of Defence, Electronics, Logistics and Property Management Company Ltd. (hereinafter: MoD ED Co.) developed a high biosecurity level (Bio Safety Level 4) container laboratory which meets today's technical and technological standards. The prototype was offered for Hungarian Defence Forces, Medical Centre (hereinafter: HDF MC) by the CEO of MoD ED Co. for testing. This cooperation granted mutual advantages for both organizations: MoD ED Co. acquires reference while HDF MC is able to perform its biological defence tasks in accordance with the latest military and laboratory diagnostic criteria.

Involving the container developed by MoD ED Co., it is possible to integrate the former 5 container complex into 2 containers according to changes in NATO-philosophy, in line with the previous years’ offers. Preparing to the NATO / EU certification exercises in June 2015 as well as to the 2016 NRF standby period contains training exercises, modernization of the complex and scheduled purchase of laboratory and medical supplies until the third quarter of 2015.


CERTIFICATION EXERCISES

The Hungarian Defence Forces, Medical Centre, Mobile Biological Laboratory Complex (hereinafter: MBLC) participated in certification exercises between 27 May and 13 June, 2015 in Poland and the Czech Republic.

‘LIVE AGENT TRAINING’ (LAT 2015) exercise, Poland: The purpose of the exercise was the qualification of combat readiness as a part of NATO Response Forces (NRF 2016). ‘VIGOROUS WARRIOR’ (VW 2015) exercise, Czech Republic: the aim was to obtain the international healthcare certification.

The laboratory personnel got excellent evaluation on both exercises based on their military and laboratory work. The professional skills, research-oriented and flexibly adaptable procedures as well as the technical standard of the equipment and laboratory containers were considered above average.

Both exercises are precedent, since – after these evaluations - an independently deployable, internationally certificated capability have been created, which is offered to the NRF between 2016 and 2020.
